
NYSDOT, D038012 PIN: S002.20; Term Agreement for Construction Inspection Services (Small Firm Opportunity), Region 11

As Prime Consultant, Maitra performed construction inspection services for Contract D264276 Rockaway Boulevard Safety Improvements and Resurfacing, an $11-million contract for milling and resurfacing of this 6-lane boulevard with a double course asphalt overlay; repairs to underlying concrete base pavement; replacement of damaged curb and sidewalk along the corridor; repair of drainage grates; cleaning drainage structures and pipes; and new pavement markings. Safety improvements included upgraded traffic signal equipment, intersection advance warning signs with flashing beacons, and speed feedback signs; ADA pedestrian curb ramps; replacement of existing guide rail; removal of an existing overhead sign structure and erection a new overhead sign structure. Maitra provided a Chief Inspector and 3 inspectors for this project. The contract involved both daytime and nighttime work.
NYSDOT, D037804, PIN S000.18.301, Construction Inspection (Small Firm Opportunity) Term Agreement, Region 11, All Counties
NYSDOT D263814 Restoration of the FDR Drive – Maitra performed on-site construction inspection and maintained field office records for this $13-million contract for the rehabilitation/ replacement of concrete barriers, concrete pavement, joints, asphalt resurfacing, and strengthening and painting of the viaduct’s steel columns in a 4.6-mile section of below-grade, at-grade, and elevated expressway from the Battery Park Underpass to 42nd Street on Manhattan’s eastside. The contract was for nighttime reconstructive work to the multilane roadway and viaduct in connection with Superstorm Sandy damage to the FDR, requiring multiple lane closures and stages/sub-stages with different setups by various trades and subcontractors to perform work at the affected locations along the FDR. Close Coordination was required with affected NYC agencies due to permit requirements, community requests and demands to establish an acceptable level of comfort during construction. A major item of work included strengthening of structural steel columns that had sustained section loss. This work involved pressure washing, installation of containment systems, abrasive blasting, addition of steel plates, and painting.

PANYNJ, Construction Management Services on a “Call-In” Basis 2013 – 2017

As Prime Consultant on this Term Agreement, Maitra’s scope of services included construction inspection services for structural steel, concrete, asphalt and concrete paving, sidewalks, pedestrian ramps, painting, electrical and mechanical systems; contract administration, constructability review, scheduling, and cost estimating. Project sites included:
- Port Authority Marine Terminal - Expansion and construction of new tenant facilities, including buildings, sidewalks, pedestrian ramps, utilities, electrical, berths, railroad, roadway and access bridge, maintenance of traffic, and pier expansion at Port Newark/Elizabeth, Brooklyn Piers, and Howland Hook.
- Newark Liberty International Airport - Removal/replacement existing concrete, asphalt, and lighting along runways & taxiways, new drainage and waterlines, replacement of existing sign foundations and signs. Complete grooving of runways, new handholes & conduits along with new lighting & runway edge lights.
- PATH - Installation of flood barrier and restoration of substations, installation of drainage, construction of stairwell, and a pre-fabricated steel ceiling, foundation, rebar placement for multiple phase erection of staircase, scheduling manpower and access for secured area installations, installation of piping for tunnel standpipe, electrical inspection for removal and relocation/installation of new conduit and cable for tunnel lighting, power and communications, and camera installations at various PATH Stations.
TBTA, Rehabilitation of Electrical Systems on the Suspended Span of the Verrazano Narrows Bridge, Project VN-82
As a Prime Consultant, Maitra provided Resident Engineering and Construction Inspection Services for this $20 million project. The scope of work included upgrading 5KV lines, installation of two new underground duct banks, replacing medium and low voltage switchgear, installing a PC based remote control system, replacing communication and control cable, replacing navigation lights, lead and asbestos abatement, and field testing of medium voltage cable. In addition, the project included the installation of 432 fiber FO cable for Con Ed communications, along with 96 fiber FO cable for VN-82 project, across the bridge including the inner duct and FO splice boxes in the anchorages. The 96 fiber FO cable provided fiber for the project management system as well as future CCTV, telephone and security systems. The installation of the PC based PMS system included the FO trunk and patch panels in the PBX room in the Operations/Service Building. Also responsible for removal and disposal of hazardous materials.

NJDOT, Route 33 Bypass, Townships of Freehold and Howell, Monmouth County, NJ

As Prime Consultant, Maitra provided Resident Engineering, Inspection and Construction Support Services for this 4-stage highway and bridge project. The scope of work included 6 new bridges, 13 retaining walls, eight sign structures and almost 4 miles of new 4-lane bituminous concrete roadway with variable width auxiliary lanes. The project included construction of a 3-span continuous welded steel plate girder bridge over Burkes Creek founded on steel H-piles. As part of an effort to protect a preferred bog turtle habitat, Maitra oversaw environmental monitoring and relocations of Bog Turtle population.
TBTA, Control Room Monitoring Enhancements/Control Room Modernization at the Brooklyn Battery Tunnel, BB-15A
As Prime Consultant, Maitra provided resident engineering and construction inspection services for the modernization of the central control room and control and traffic monitoring enhancements in the Brooklyn Battery Tunnel. The $10.4 million project involved work in both tubes, the ventilation buildings, and shifting control to a temporary facility, construction of a new media/control room in the Brooklyn Service Building, and shifting control to the finished facility. The scope of work consisted of modification of the SCADA system, installation of new E boxes and power cable in the tunnel, new CCTV cameras and public address equipment, fiber optic cable, new communication equipment, power monitoring equipment in each vent building, demolition of existing control room and installation of work stations, PLC equipment and new media wall, and associated electrical, mechanical, and structural work.

NJTA, Interchange 6 to 9 Widening Program

As a subconsultant, Maitra provided Construction Inspection Services associated with various sections involving 35 miles of road widening and associated interchange improvements between MP 48 in Mansfield Township to just south of Interchange 9 in East Brunswick Township. The major focus of the project was to widen the roadway from 6 lanes to 12 lanes. Overall, the widening program adds 170 lane miles. Assignments included inspection of utility relocations for various sections and interchanges and contract 502 which involved new north and south outer roadways between MP 62.0—MP 63.4. Contract 502 included bridge structures, roadway base and surface, excavation, drainage, and MPT.
PANYNJ, Construction Management Services for Bayonne Bridge Navigational Clearance Program (BBNCP)
As a subconsultant to GPI, Maitra provided construction inspection services for the $743 million Bayonne Bridge Navigational Clearance Program (BBNCP). This multi-stage project replaced over 5,000 feet of Bayonne approach and Staten Island approach viaduct with cast-in-place and precast structural elements and re-frame the existing steel arch structure to accommodate a new roadway 65 feet above the existing roadway. The project was implemented to accommodate Panamax ships passing through the widened Panama Canal which, due to their size, cannot physically pass beneath the existing 151–ft-high main span roadway. The BBNCP will allow the Ports to remain a viable commerce and cargo destination well into the 21st century.
